The St. Andrews condominium community is located in Delray Beach, Florida, a coastal city in Palm Beach County along the Atlantic Ocean. The property is situated within a residential golf community setting near the Intracoastal Waterway and Delray Beach’s coastal corridor.

What

The condominium portion of the St. Andrews community consists of five associations comprising approximately 136 residential units across ten buildings ranging from three to four stories. The buildings are arranged within landscaped grounds surrounding the St. Andrews golf course, forming a low-density residential environment typical of South Florida golf communities.

Why

Recent updates to Florida condominium law introduced new requirements for Milestone Inspections and Structural Integrity Reserve Studies (SIRS) for residential buildings of three stories or more. The participating condominium associations engaged Building Mavens to evaluate the structural condition of their buildings and to develop a reserve funding framework to plan for the repair and replacement of major shared building components in accordance with Florida Statutes §553.899 and §718.112(2)(g).

Services Provided

Following the tragic collapse of the Champlain Towers South condominium in Surfside in 2021, Florida enacted new statewide safety laws requiring Milestone Inspections and Structural Integrity Reserve Studies (SIRS) for certain condominium buildings.

Milestone Inspection

A Milestone Inspection evaluates the structural condition of condominium buildings that are three stories or taller. Engineers review key structural components to determine whether signs of substantial structural deterioration are present and document the building’s overall structural safety. These inspections are conducted in accordance with Florida Statute §553.899.

Structural Integrity Reserve Study (SIRS)

A Structural Integrity Reserve Study (SIRS) helps condominium associations plan financially for the long-term maintenance of their buildings. Engineers evaluate the condition and remaining useful life of major shared building components such as structural elements, roofs, and load-bearing walls. Based on these findings, they recommend appropriate reserve funding levels. The study is required under Florida Statute §718.112(2)(g).

Our Approach

Hands-On Engineering Assessment

Building Mavens’ licensed engineers visited the site and walked each building to observe and document the condition of key structural components. During these inspections, the team reviewed accessible areas of the buildings and noted any visible signs of deterioration relevant to the Milestone Inspection requirements.

At the same time, the engineers evaluated the major shared building components included in the Structural Integrity Reserve Study (SIRS). This included assessing their current condition and estimating their remaining useful life to help the associations plan for future repair and replacement needs.

The observations from both efforts were compiled into clear engineering reports. These reports provide the condominium boards with a documented overview of building conditions along with practical guidance for maintenance planning and reserve funding decisions.
